Goodness and severity of God

 Romans 11:22

Behold therefore the goodness, and severity of God
The consideration of both the grace and kindness of God to some, and his severity or strict justice towards others, is recommended by the apostle as very proper to abate pride, vain glory, and haughtiness of spirit; and to engage to humility, fear, care, and caution;

on them which fell, severity:
the Jews who stumbled at Christ and his Gospel, and fell by unbelief, God in strict justice and righteous judgment not only destroyed, as afterwards their nation, city, and temple, and scattered them abroad in the world to be a reproach, a proverb, a taunt, and a curse in all places; but cast them off as his people, broke his covenant with them, took away his Gospel from them, left them out of a Gospel church state, except a few, and gave up the generality of them to blindness and hardness of heart; so that wrath is come upon them to the uttermost, both with respect to things civil and religious, and they continue as living standing monuments of God's severity and justice, to be beheld by us Gentiles with pity and concern, and to excite in us the fear of God, and caution as to our conduct and behaviour in the world, and in the church:

but towards thee, goodness;
the Gentiles, who not only share in the goodness and grace of God, displayed in the election of many of them to eternal life, in their redemption by Christ, and the effectual calling of them by the grace of God; but in their church state, they being made fellow citizens with the saints, fellow heirs, and of the same body, and having a place and a name in God's house, better than that of sons and daughters; and therefore under great obligation to fear the Lord, and his goodness, and to walk worthy of the calling wherein they are called, in all humility and lowliness of mind:

if thou continue in his goodness;
meaning not the love, grace, and free favour of God, or the grace of the Spirit, a continuance in which no "if" is to be put upon; for such who are interested in the love of God always continue in it, and nothing can separate them from it; and such as have the graces of the Spirit implanted in them, as faith, hope, and love, can never lose them; these always remain in them, and they in the possession of them, though not always in the exercise of them; but the goodness of God in a church state is here meant, as the means of grace and comfort, the ministration of the word and ordinances; and the sense is, if thou dost not despise the riches of divine goodness in a church relation, if thou dost not abuse it, or walk unworthy of it, if thou abidest by it, and retainest a value for it, thou wilt still share the advantages of it:

otherwise thou also shall be cut off;
from the good olive tree, the Gospel church state, into which the Gentiles were taken; and which, with respect to particular persons, may intend the act of excommunication by the church, expressed in Scripture by purging the old leaven, putting away the wicked person, withdrawing from such that are disorderly, and rejecting heretics, that is, from the communion of the church; and with respect to whole bodies and societies, an entire unchurching of them by removing the Gospel, and the ordinances of it; which threatening has been awfully fulfilled in many Gentile churches, in Asia, Africa, and Europe; and therefore may serve to awaken our fear, care, and caution, lest we should be treated in like manner.

Three times in Romans 11 Paul warns us Gentiles not to become proud, especially too proud in our relation to Jewish people. Verses 18: “Do not be arrogant toward the branches” (the Jewish people who are not believing in Jesus). Verse 20: “Do not become proud, but stand in awe.” Verse 25: “Lest you be wise in your own conceits, I want you to understand this mystery.”

Alongside these three warnings not to be proud, God gives us reasons why being a Christian rules out pride and boasting over other people. The reason we focused on last time was that we stand only by faith. And there is something about the origin of faith — it’s the gift of God — and the nature of faith that rule out boasting in ourselves and shift all boasting over onto God for his grace.

How Do We Maintain Faith and Endure to the End?

I promised last time that after dealing with the origin of faith and the nature of faith we would this time deal with the way we maintain faith. I don’t choose to deal with this merely because it is personally urgent for me — which it is, since no question is more pressing than how to persevere in faith to the end. Jesus said in Mark 13:13, “The one who endures to the end will be saved.” That would be reason enough to deal with this question of how you maintain the faith and endure to the end. But the reason for dealing with it here is that it is so forcefully pressed on us by the flow of Paul’s thought right here in this text.

Stand in Faith and Fear

Follow with me how he is thinking from verse 20 through verse 22. Pick it up with me in the middle of verse 20: “You stand fast through faith.” In other words, your life, your salvation, your remaining in this tree of covenant and promise and hope, depends on your persevering faith. Then he says, “So do not become proud, but stand in awe [literally, ‘fear’].” In other words, there is a very important role for fear in the Christians life in relation to maintaining faith to the end. You stand fast through faith. So don’t be proud, but fear.

There Is Reason to Fear

Then he continues in verse 21: “For if God did not spare the natural branches, neither will he spare you.” In other words, there is reason to fear. If you give way to unbelief and stop trusting Christ for your life and hope, then you will be cut off. So fear every rise of unbelief in your heart. Or as Paul says in Philippians 2:12, “Work out your own salvation with fear and trembling.” When unbelief starts to get the upper hand fear and tremble and fly to Christ.

A Strategy for Having Faith with Fear

Then he continues in verse 22 and gives us a strategy for maintaining faith with a proper use of fear: “Note then the kindness and the severity of God: severity toward those who have fallen, but God’s kindness to you, provided you continue in his kindness.” In other words, Paul says that since ongoing faith is utterly indispensable in being saved in the end, and since fear has a key role in helping us maintain faith, therefore, note something. Literally, “look” at something. Look at what? Look at two things: the kindness of God and the severity of God. Or we could say: look at the mercy of God and the wrath of God. Look at the tenderness of God and the toughness of God. Look at the salvation of God and the judgment of God. Look at the assistance of God and the opposition of God. Look at the friendship of God and the fierceness of God. Don’t look only at his gentler side. It will be bad for your faith.

“When unbelief starts to get the upper hand fear and tremble and fly to Christ.”

So that is the point of today’s message: “Look — really look! — at the kindness and the severity of God.” Look at both. This is my answer today to the question: How do we maintain our faith? How do we fight the fight of faith? How do we keep on believing? Which also then answers, in part, the question, How do we defeat pride and anti-Semitism in our lives?

First, let’s consider what looking means, and then second, how God’s kindness and severity work together to help us maintain our faith in Christ.

What Does Looking Mean?

Paul says in verse 22, “Note [literally, “Look!”] then [at] the kindness and the severity of God: severity toward those who have fallen, but God’s kindness to you.” It is amazing how many times the Bible tells us to “Look!” Consider the old word, “Behold!” Take a guess how many times it occurs in the Bible. In the ESV the world “behold” occurs 1061 times (1275 times in the KJV). That’s incredible! And of course, that’s not the only word that encourages us to pay attention. To take note. To wake up and look at something or consider something. The word here in verse 22 means literally, “Look.”

So where do you look to see the kindness and the severity of God? Of course, there are two answers, because God has written two books. The book of nature and the book of Scripture. Psalm 19:1, “The heavens declare the glory of God, and the sky above proclaims his handiwork.” So you can see the glory of God’s severity and his kindness as you look at his created world.

But that book of nature is a very ambiguous book. Rarely do we know what we are looking at exactly. One event can look very much like severity and judgment (like the sudden violent death of mother), but in fact be a great kindness (because, unknown to anyone, she had a terrible disease that would have caused excruciating pain for months and then death). Or an event can look like a great kindness and blessing (like the windfall of winning the lottery), but in fact is severity and judgment (as lives are ruined by the love of money).

Often one event is both — severity for one and kindness for another, depending on who is trusting God in it and who is angry at God in it. So the book of the world is filled with illustrations of the severity and kindness of God. But the illustrations are all ambiguous. They don’t come with authoritative interpretations over them. They don’t come with a tag: this is severity and judgment, this is kindness and blessing.

Look at the Book

This is why we must have the other book of God, the Bible. The Bible too tells the story of God’s acts in the world, only there’s a difference. The Bible gives God’s own authoritative interpretations of what he is doing. He tells us whether something is severity and judgment or kindness and blessing. So the best answer to the question: Where do we look to see the kindness and severity of God? is: Look in the Bible. Read the Bible.

This is a good time to encourage you to press on with your New Year resolution to read it. Don’t give up. Your life hangs on this. George Mueller’s whole life was a witness to the essential power of reading and meditating on the Bible. He wrote,

For the first four years after my conversion [at age 20] I made no progress because I neglected the Bible. But when I regularly read on through the whole [i.e., not skipping the severe parts!] with reference to my own heart and soul, I directly made progress. Then my peace and joy continued more and more. Now I have been doing this for 47 years. I have read through the whole Bible about 100 times and I always find it fresh when I begin again. Thus my peace and joy have increased more and more.” (George Mueller, Narrative, vol. 2, 834)

He lived another 21 years after this and his biographer said that by the end he had read the Bible from end to end two hundred times (A.T. Pierson, George Mueller, 287). This was the key to his persevering and powerful faith. He looked over and over and over day after day at the kindness and severity of God in the Bible.

“Your faith is shaped by what you look at.”

Your faith is shaped by what you look at. If you look at the kindness and severity of God the way they are woven together in the Bible, your faith will grow stronger and stronger. If you neglect the Bible, you will not see the severity of God and the kindness of God the way God means for them to be seen. You will not understand them. You will misinterpret them. And probably you will fault God and criticize God for his severity and take his kindness for granted and even feel deserving of them. If our faith is to last and be strong, we must look at the kindness and severity of God in the Bible.

Again and again, they are put beside each other lest we miss them. You cannot read far in the Bible without seeing both. A few examples.

In Exodus 34:6–7 the Lord reveals his name to Israel :

[First, the kindness] The Lord passed before him and proclaimed, “The Lord, the Lord, a God merciful and gracious, slow to anger, and abounding in steadfast love and faithfulness, keeping steadfast love for thousands, forgiving iniquity and transgression and sin, [then the severity] but who will by no means clear the guilty, visiting the iniquity of the fathers on the children and the children’s children, to the third and the fourth generation.”

In Matthew 10:28–31 Jesus warns and comforts his disciples:

[First, the severity] And do not fear those who kill the body but cannot kill the soul. Rather fear him [God] who can destroy both soul and body in hell. [Then the kindness] Are not two sparrows sold for a penny? And not one of them will fall to the ground apart from your Father. But even the hairs of your head are all numbered. Fear not, therefore; you are of more value than many sparrows.

In Romans 2:4–5 Paul points to the kindness of God which will become severity if it does not produce faith:

[First, the kindness] Do you presume on the riches of his kindness and forbearance and patience, not knowing that God’s kindness is meant to lead you to repentance? [Then the severity] But because of your hard and impenitent heart you are storing up wrath for yourself on the day of wrath when God’s righteous judgment will be revealed.

So Paul’s answer to the question: How shall we maintain faith through the ups and downs of life? is “look at the kindness and severity of God.” Look at it. Read it. Put it before your mind every day. Both. Not just one or the other.

How Do God’s Severity and Kindness Serve Faith?

Now the final question I want to ask is, How do God’s kindness and severity work together to help us maintain our faith in Christ? How do God’s severity and kindness serve faith?

First, notice that severity and kindness don’t serve faith in the same way. In Romans 11:22 Paul says, “Note then the kindness and the severity of God: severity toward those who have fallen, but God’s kindness to you, provided you continue in his kindness.” It does not say, “provided you continue in his severity.” The aim of looking at severity is to keep you in kindness. Kindness is what we fly to. Severity is what we flee from.

Severity is not a redemptive experience in this text. It is judgment and destruction. Sometimes we speak of a “severe mercy,” and there is indeed such a thing. Many of you have read Sheldon Vanauken’s book by that title, A Severe Mercy. A wife’s cancer and death is the salvation of a husband. But that is not what Paul has in mind here. Here severity means final judgment on unbelievers. That is what we are to look at, and fear, and flee from. So God’s severity serves faith by sending us running into the arms of the kindness of God.

Three Purposes of Fear for Believers

Now does the fact that we are to continue in kindness not in severity mean that we are to continue in faith not fear? Verse 20 says, “They [the unbelieving Jewish people] were broken off because of their unbelief, but you stand fast through faith. So do not become proud, but stand in awe, [literally, “fear”].” You remain in the kindness of God by faith — by trusting in God’s kindness. So what is the place of fear?

I close with three answers to that question — three precious purposes of fear in the life of the believer which help us maintain faith and endure to the end.

1. Cling to Kindness

The fear of God’s severity should send us flying to God’s kindness. When it does that, kindness casts out anxious fear. This is a rhythm in the Christian life. It’s true that perfect love casts out fear (1 John 4:18). But none of us is perfected in love yet. Therefore, fear of God’s judgment will continue to have a good effect in our lives and waken us, again and again, to think clearly about the preciousness of his kindness and drive us away from all false and deceptive hopes into the arms of God.

2. Grasp the Gravity

Fear deepens and makes serious the joy of our faith in God’s kindness and helps to keep it from being trivial. It keeps faith from turning into mere morals or mere human relationships or mere doctrine or mere tradition or mere formalism.

One breaking wave of the fear of hell over your soul will do the depth of your faith more good than many seminars on how to live for Jesus. God is not to be trifled with. And his severity is a gift to waken us from the slumbers of superficiality and triviality and game-playing.

3. Savor the Sweetness

Fear is a kind of sweetness in faith itself. It doesn’t just send us flying to faith in God’s kindness. And it doesn’t just deepen the joy of our faith in God’s kindness. It is in itself a kind of sweetness in our faith.

I say this first because it’s what the Bible says. For example, Nehemiah 1:11: “O Lord, let your ear be attentive to the prayer of . . . your servants who delight to fear your name.” And Isaiah 11:3 says of the coming Servant of the Lord, “His delight shall be in the fear of the Lord.” I take this word “delight” to mean that there is a kind of sweetness to the very experience of fearing God, when the real prospect of hell and judgment and condemnation are removed. When the condemnation of God is removed from the dread of God, what’s left is a humble, trembling, joyful awe and wonder.

“We were created to be safely afraid of God.”

There’s a reason why people run away from scenes of terror in real life, but still go to movies to see the same terror. There’s a reason why no one wants to fall out of an airplane, but they will pay money at Valley Fair for the same sensation of falling. The reason is that we were created to be safely afraid of God. Everything else is an echo of this truth. We were made to be safely afraid of God, because when we are safely afraid of God — when there is no condemnation and we know that he is our Father and our Friend — then what remains in fear of God is deeply pleasant. Otherwise, Jesus and the saints would not have said, “I delight to fear your name.”

Keep Looking

Therefore, let us Look, Look!, Look! at the kindness and the severity of God. Immerse yourself in the Bible. And may the severity of God send us flying into the arms of his kindness, may his severity deepen our faith in his kindness, and when all condemnation is gone by faith in Jesus, may his terrible severity become for us a trembling sweetness.


This Book speaks of the SEVERITY of GOD [He destroys the old generation in chapters 1-25] and the GOODNESS of GOD [He works with the new generation in chapters 26-36] as described in Romans 11:22: Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in [his] goodness: otherwise thou also shalt be cut off. (KJV). 

It also warns of two sins: PRESUMPTION [I Corinthians 10:1-12] and UNBELIEF [Hebrews 3:7 – 4:6]. This book illustrates that unbelief defeats the unbeliever. It is an epic on the halting progress of unwilling followers. It took them only 40 hours to get out of Egypt in Exodus, 30 days to learn of God’s HOLINESS in Leviticus, but nearly 40 years to get out of the Wilderness of Egypt — within them. They went up a mixed multitude [Exodus 12:38]  who wanted a Savior [Exodus] but not a Lord [Sinai]. 

Numbers provides so many illustrations in the NT. There are four specific types [1 Corinthians 10:6 Now these things were our examples [TUPOI, types], to the intent we should not lust after evil things, as they also lusted.. (KJV)] described in Numbers:

1.    The Manna  in 11:6-9 [John 6:31-33]

2.    The Smitten Rock in  20:7-11 [I Cor. 10:4].

3.    The Brazen Serpent in  21:4-9 [John 3:14].

4.    The Cities of Refuge in 35:6-32  [Hebrews 6:18

Romans 15:4 For whatsoever things were written aforetime were written for our learning, that we through patience and comfort of the scriptures might have hope. (KJV) 

Chapter 7 = Freewill offerings

1.    God loves SPONTANEITY, these gifts were not commanded.

2.    God is pleased even with UNIFORMITY, these gifts were all the same.

3.    God expresses His delight with PARTICULARITY [God who possesses all things, loves and cherishes each individual’s gift . 

And he called [unto him] his disciples, and saith unto them, Verily I say unto you, That this poor widow hath cast more in, than all they which have cast into the treasury: (Mark 12:43KJV)

Verily I say unto you, Wheresoever this gospel shall be preached throughout the whole world, [this] also that she hath done shall be spoken of for a memorial of her. (Mark 14:9KJV) 

Chapter 9 = The Pillar and Cloud which most likely overshadowed the Camp as a shield from the desert Sun in the day and a light for the people by night, speaks of the UNFAILING GUIDANCE of GOD. 

I will instruct thee and teach thee in the way which thou shalt go: I will guide thee with mine eye. (Psalm 32:8  KJV)

Then spake Jesus again unto them, saying, I am the light of the world: he that followeth me shall not walk in darkness, but shall have the light of life.  (John 8:12 KJV) 

The Lord’s WORK is PERFECT, so REST in it!

The Lord’s WORD is PERFECT, so LIVE by it!

The Lord’s WILL is PERFECT, so WALK in it!

1.    God said make no plans but to follow.

2.    Don’t worry what route we will take.

3.    You won’t know how long we will travel.

4.    Don’t worry how long you must wait in camp.

5.    Your only requirement is to watch the Pillar and Cloud.

6.    You must be totally dependent upon His guidance.

7.    Following His leading is the only source of absolute safety. 

Chapter 14 = The Turning Point of the Book Israel rejects God’s leadership and goes their own way. The results are: graves, old campfires and campgrounds. 

Chapter 17 = Aaron’s Rod speaks of the Resurrection of Christ; the leaders of the world’s religions are dead like the other rods 

Chapter 19 = The Red Heifer’s Cleansing Water

1.    Red like the bloody Cross

2.    Outside the camp like Christ  in Hebrews. 13.12

3.    Blood sprinkled 7x is a perfect atonement

4.    The ashes in water on the defiled speaks of perfect cleansing [ I John 1:7], is this the water of John 3 and Nicodemus?

5.    This sacrifice was never to be repeated like Christ’s sacrifice!

Chapter 20 = Old vs. New

1.    Moses [Law] never can lead to the promised rest.

2.    Miriam [Prophets] never can lead to the promised rest.

3.    Aaron [Priests] never can lead to the promised rest.

Chapter 21 = The Brazen serpent

A.               The Pattern/Plight of the People:

1.                Sin v. 5

2.                Suffering v. 6

3.                Supplication v. 7

4.                Salvation v. 8-9

B.               The Plan of God:

1.                DIVINELY: It was from God.

2.                GRACIOUSLY: It was to tell the people how to escape the judgment.

3.                EXCLUSIVELY: It was the only way to escape.

4.                PROMINENTLY: It was very visible in the center of the camp.

5.                ENDURINGLY: It was brass and lasted for centuries. 

The Promise of Salvation reflected in:

  • GOD’S SUFFICIENCY: The lifted up brass serpent  was all that was needed to supply a complete cure.
  • THEIR HOPELESSNESS: The snakes’ venom was deadly, as is sin. The burning pain reflected how desperate was their need.
  • GOD’S POWER: One snake on a pole worked no matter how many bites or how bad their condition.
  • THEIR PERSONAL NEED: The antidote was only good for an individual, no one could look for another.
  • GOD’S PERFECT SOLUTION: One source of hope and salvation saved those of any age, of any family, anywhere in the Camp.
  • GOD’S RELIABILITY: The Brazen Serpent never failed to work, no matter how often they tried it.
  • GOD’S SIMPLE PLAN: It was an easy, instant look that was required. But, it had to be at the only source of help. “Look and Live”

a. Consider the goodness and severity of God: Paul stresses the need to continue in His goodness; not in the sense of a salvation by works, but continuing in God’s grace and goodness to us – a relationship of continual abiding. This idea of a continual abiding in the “tree” is also expressed in John 15:1-8.

i. “The conditional clause in this verse, if you continue in His goodness, is a reminder that there is no security in the bond of the gospel apart from perseverance. There is no such thing as continuance in the favour of God in spite of apostasy; God’s saving embrace and endurance are correlative.” (Murray)

b. God is able to graft them in again: And, if Israel was “cut off” because of their unbelief, they can be grafted in again if they do not continue in unbelief.

i. “Evidently some Gentile believers were tempted to think that there was no future for Israel. She had rejected the gospel and it had now passed to the Gentiles; Israel was finished, rejected, cast off. God had chosen them instead. It is this kind of pride that Paul is opposing.” (Morris)

c. How much more will these, who are natural branches, be grafted into their own olive tree? If the Gentiles seemed to “graft” into God’s “tree” easily, we know it won’t be hard for God to graft the natural branches back into the tree. We can also assume that the natural branches will have the potential to bear much fruit.

Romans 11:22

Paul admonishes us to consider both God's goodness and severity. Both of these characteristics are part of what He is, and therefore we must respect both.

We can make the contrast between them very sharp: Until Adam and Eve sinned, they received all goodness from God. After their sin, it appears that His severity hit them immediately; they were ushered out of the Garden.

In Genesis 4, Cain sinned by killing Abel. At first, Cain received goodness from God in that he was permitted to live, but he also received severity in that he had to live as a marked vagabond.

In these two early examples, both sides of God's judgment appear, and a pattern has become especially clear: Severity results because of sin.

Whether we are immediately aware of it is not the issue. For instance, when Adam and Eve sinned, their decline into death began immediately, regardless of whether they were physically aware of any deterioration of their health. Cain immediately became a vagabond separated from his family roots. The only real difference between the carrying out of the death penalty between Adam and Eve and Nadab and Abihu is the effect God desired to create by His immediate, shocking display of severity.

We who draw near to God must know that the God we serve is to be served as a holy God—especially because He is a holy God. He permitted no opportunity for them to repent because they should have known better. The wages of sin is always death.

In the days of Noah, the goodness of God spared only eight souls, but His severity terrifyingly destroyed the remainder of humanity. In a matter of a few days, perhaps billions of people, even innocent unborn and newborn babies, died because of sin.

Following King Saul's paranoia-driven reign, God showed His goodness to Israel by raising up David, a man after His own heart, to rule over Israel. Yet, then David committed a disastrous double sin by entering into adultery with Bathsheba and deliberately bringing about the death of the loyal Uriah. God mercifully forgave the sins, but that does not mean there was no painful punishment laid on David and his family. God's severity against David and his family was hard and long. First, the son born of that illicit union died shortly after his birth. Later, David's firstborn son, Amnon, raped his own half-sister, Tamar. Tamar's brother, Absalom, seeking revenge, killed Amnon and fled from David, not seeing him for two years.

Then Absalom revolted against David in his desire to take over the throne. Absalom arrogantly proceeded to defile David's concubines in the sight of all Israel. Several thousand were killed in this revolt, and eventually, Absalom himself was killed by Joab. The family's pain did not stop even then, washing over into Solomon's reign when he put Adonijah to death because he sought political power by asking for Abishag's hand in marriage.

David was a man of blood, as God Himself mentions, but his children carried a moral cancer until death stopped them. Have we ever noticed how much deceit and illicit sex was involved in David's family's sins? God was not present in that family's life as He had once been. He could have stepped in at any time and stopped the holocaust ripping through David's family, but He did not. Living as they did, despite being the progeny of a man God greatly loved, they felt the severity of His judgments.

Deeply consider how long God's severity lasted! He did not simply let David off the hook. He had been chosen to draw near to God. Much was required of him.
